The presence of Government Regulation Number 15 of 2022 concerning Treatment of Taxes and/or Non-Tax State Revenue (PNBP) in the Coal Mining Business Sector is considered to have the potential to encourage state revenue.
Energy and Mining Law observer at Tarumanegara University, Ahmad Redi, revealed that the presence of this regulation and the condition of coal commodity prices have the potential to boost state revenue. "Our revenue projection can be above 25% or even 28% of the mineral and coal PNBP projection," said Redi to Kontan, Monday (18/4).
Redi continued, given the current high price of coal and the massive demand for coal, it is unlikely that the price will suddenly drop significantly. Redi added that the amount of tariffs imposed for IUPK as a continuation of the PKP2B was quite fair.
According to him, this amount can provide an increase in state revenues. Meanwhile, business actors are protected when coal prices decline or are in low conditions.
Kontan noted, referring to Minerba One Data Indonesia (MODI) data, the realization of PNBP in 2021 reached Rp 75.48 trillion. This number is the highest in the last decade. This PNBP sourced from deadrent of Rp. 0.59 trillion, Royalty Income of Rp. 43.74 trillion, Sales of Mining Products of Rp. 30.62 trillion and other income of Rp. 0.54 trillion.
For this year, the government targets PNBP Minerba to reach Rp 42.37 trillion, of which the realization has now reached Rp 26.16 trillion, equivalent to 61.74% of the target.
